Who pays for it?
Who oversees it?

Maybe, origin countries should be held fiscally accountable - via tariffs - for each and every one of their citizens being legally represented, in the US system.

Then, the legal system can grind on until the 21million are repatriated, alive or in caskets (it will take decades) - without being a burden on legal residents and citizens tax payers.

Maybe AI that will only consider the evidence, not the emotional presentation can be used.

Human adults, and the children they bring, will be held accountable for their actions, and be examples to others considering this course of
