Deep denial is what I call it because as you said, you already have told them things and or if you did, they would say you are nuts, that would be denial. As the populous is being made aware of things, even though they deny it being true, when they learn it really is true, shock can't happen because they were already aware made aware of a possibility. It's called plausible deniability.
