As for any broadcast, if you have an antenna connected to your TV you can get several local TV connections... anytime...as long as you have a TV and electricity it should work... without the need for any cable service. EBS would be broadcasting on local stations.

In the mid 80's they started installing tracking in the cars...every road had sensors installed...so as the car travels it's triggering the sensors in the pavement... like reading the barcode at the store check out...now there's a GPS electronics installed...and yes, they can turn your car off...and lock you inside... Amongst many other functions...and now with self driving cars...they can take you where "they" want you to go. And recording you has been an option for years.
