Here is what I believe is a pertinent Chapter of the DOD LAW OF WAR MANUAL that allows the Occupier to pick and choose:

11.8 ADMINISTRATION OF OCCUPIED TERRITORY

11.8.1 Paramount Authority of the Occupying Power Over Government Functions in Occupied Territory. The functions of the hostile government—whether of a general, provincial,
or local character—continue only to the extent they are sanctioned by the Occupying Power.

11.8.2 Continued Performance of Duties by Civil Servants and Other Officials of Local Governments. The Occupying Power may, while retaining its paramount authority, permit the government of the country to perform some or all of its normal functions. It may, for example, call upon the local authorities to administer designated rear areas, subject to the guidance and direction of the Occupying Power. Such action is consistent with the status of occupation, so long as there exists the firm possession of territory and the purpose to maintain paramount authority...

I can understand what you're saying. It all makes sense and it might seem that I have blinders on, but the Department of Defense (DoD) Law of War Manual was first published in June 2015. I understand that Trump, Q-team, Military Alliance and the Little Light Cube are using [their] own laws against [them] and it has to be done "by the book". I can't grasp the "vitiates everything", because "the book" was written after the United States, Inc. was established.
My wife has told me that I have a way of making things seem more difficult because of the way I think. She says I can make difficult things seem simple, and simple things seem difficult while arriving at the correct conclusion.
From this point forward, I will disregard the idea of vitiating everything and continue to Trust the Plan. I'm going to relax and watch a baseball game. ⚾ 😃
