Document shredding by generals or any other guilty creep? Sounds like the 1970s.
What about The Cloud or plain old computer files?
And supposedly, even if electronic files are deleted, they can be restored, to a degree.
Another thought: wondering if electronic files would have redactions?

I dunno. Thinking about places I worked, the good people didn't have a clue that there was corruption until there was no money left.
That happened to friends and familymembers.
Some are working so hard, doing the right stuff that it isn't a case of them being silent, they were busy.
Another thing is that a good person will find it very hard, if not impossible to wrap his head around it when they see a fellow employee or a boss committing a crime.
One friend cried when she realized they had robbed her blind: but she was just as upset that they could do that to her as she was about losing money.

fbi agenda is a different kind tho. they deal with the nasty stuff all the time. find ways to cheat the system like their not making enough money? they know the laws and they know how to cheat and when they get away with it they cheat a little deeper if their so defined. its all about who wants to have the scruples to do their jobs,

Seems like you're making an assumption that all the people serving in the FBI are evil, cheating, stealing and breaking laws all the time.
I do wonder what the breakdown really is:
How many are breaking laws and how many are working hard to make sure laws aren't broken, that is, how many are heroes who are catching the bad guys?
Honestly, I don't know.
There's a saying I like:
