Do you have mining in your area, or old mines? We turned down a lot of land years ago, because of the old mine Arsenic levels - its almost impossible to filter that out.

Airports leech a lot of things into the ground water too - fire retardant jet fuel, cleaning fluids.
We are in the county, but the nearest city is now testing the 3 wells that supply it, because they believe the airport has contaminated them via tbe aquaphor.
Maslow's Heirarchy of Need:
water
food
shelter
security
(I would add 'power supply')
Control those, control the population.
