He completed the project in record time, at a fraction of the cost of what the City had already spent with no good results (City could never complete what they were doing, so he did the research to dump the Freon system that never worked nor was ever properly installed, choosing instead traditional salt-water systems used in US and Canadian Ice Hockey Rinks), then he got corporate sponsors to pay for it all with advertising, so the project literally cost the People of New York NOTHING. Was up and running in no time for New Yorkers to enjoy!
