IMO you never HAD to file taxes. We all chose to because we thought we had to.

I was told by a tax accountant that the IRS doesn't go after non filers. Only those that file and make mistakes.
I sold a house to a guy who didn't file. He somehow got the IRS to go away and closed on the house.
