Hell, all the $ needed for this would come from those exorbitant $amts for congressional pensions. Eradicate those large pensions, audit everyone of them. Serve one term and their pension is more than what you and I could accrue in ten years. Greed is the god of most of those on criminal Hill in the district of criminals. They get those pensions on top of all the $$$$$ they scammed from insider training, kickbacks from foreign aid,etc. introduce term limits.
