It was before that IMO.
The Bankruptcy first showed itself indirectly by the 1999 Hanging Chads of the Florida Elections when Bush/Gore stalemated & had to be decided by SCOTUS as cover for the Bankruptcy . From that point forward the entire "government" (which was a fraudulent "corporation" anyways that usurped our Republic as a result of the ACT OF 1871) has been nothing more than a blatant ACT since 1999. Literally a pantomime.
This is also when Russel J. Gould made his move to recapture the Title 4 Flag of the Republic, under the Bankruptcy provisions, and President & CIC Trump and the Military have successfully and brilliantly managed that Bankruptcy to conclusion.

The United States has been bankrupted many times...in my opinion & Anne's Russell Gould is a fake-that is all I have to say about that...According to Anne no President from Washington to now has served as President of the United States. Washington DC in British of Columbia serving the Queen...United States is a Corporation was a Corporation...I love President Trump, I hope Anne is wrong...She is a Judge out of Alaska
