The first video with the camp director explains that the shelter was for relief workers not displaced citizens. It kind of made sense. It's certainly a good cover story.
The heavy, thick walls might also be explained by a 'one size fits all', money is no object, typical government overbuild.
Thinking it through; what makes more sense is that the facility will be a fortified barracks for armed security.
They let in amateur press and answered questions now before anything really interesting has been installed. Once the armored vehicles roll in, no one will be allowed to get close.
This might be why the "FEMA is in danger' narrative has been spread. Trying to set them up as victims and to blame the 'angry hill folk' for needing to bring in armed security.
Cabal will probably provide the 'angry hill folk' as well as the mercs to get the ball rolling.

People said that the video of the first camp had trucks associated with fracking coming through the gate.
I'm guessing it's a massive staging area first, but I know a Ukrainian (company) owns the land... which is probably a front.
