FEMA Shelter being built for 700+ people and head contractor for FEMA confesses of many more camps going in. Where are all these Helena storm refugees? Are these camps for a foreign occupying force? What are we hiding in the Southern Appalachian Mountains?

The first video with the camp director explains that the shelter was for relief workers not displaced citizens. It kind of made sense. It's certainly a good cover story.
The heavy, thick walls might also be explained by a 'one size fits all', money is no object, typical government overbuild.
Thinking it through; what makes more sense is that the facility will be a fortified barracks for armed security.
They let in amateur press and answered questions now before anything really interesting has been installed. Once the armored vehicles roll in, no one will be allowed to get close.
This might be why the "FEMA is in danger' narrative has been spread. Trying to set them up as victims and to blame the 'angry hill folk' for needing to bring in armed security.
