FBI founded by Charles J. Bonaparte, the actual great-nephew of Napoleon, who sported a hidden hand and utilized secret handshakes.
Bonaparte asked Congress for a Charter for the FBI in 1908, but Congress denied, with both Democrats and Republicans regarding the idea contrary to America's founding. Another attempt for a Charter was drafted under the Carter Administration, but nothing ever came of it. The FBI has no Charter from Congress (to the best of my knowledge).
