I thought the story was that Slick Bill Clinton signed NESARA under duress in 1998???

I read Bill Clinton signed it into LAW in 1998/99 at gunpoint. But NESARA was written long before that. President Kennedy tried to implement a form of NESARA by shutting down the Fed.
