He bought it under another person's name, a sultan. People there begged the owners not to sell to him. He began some projects but then appeared to butt heads with officials. He had huge plans for the island. From what I read his projects were never completed prior to his arrest

Pérez in 2004. However, a lawsuit exchange ensued and lasted until December 2013 when Taylor received "much but not all" of his down payment, as reported by the Miami Herald.[6]
