Because to protect National Guard... That's why it wont be released this side of grand disclosure... the Flynn case taught us that...

Its not to protect the baddies... its to protect the men and women monitoring and observing and ready to act only if required... it was highly planned to the point of their being a unit overseeing everything incase of unexpected happenings and to ensure things occured as they should... handling... so to speak.
