Carlin was an absolute time traveling sage. How did he get all this right? How far was he up in the system to rant about all of it and still live a long life? My first guess is the elites loved hime as a court jester, all laughed and figured the jokes are just that and who would really believe a joke even though is was shrink wrapping the truth. They have to tell you what they are doing for your acceptance. Just my opinion.
