In a video that I saw yrs ago where a man was describing many different ET species, who they were and many other pieces of info about them, he said that the whales were historians that had been brought here from another planet.
He also said that they were very highly revered by many other species as extremely intelligent historians.
He went on to say that the Galactic Alliance has told the leaders of Earth some yrs ago that if we allow the whales to be extinct that we will never be allowed in the Alliance.

Now I can't say if he was telling the truth but I can tell you that many other things he said yrs ago would happen, has!
