In computing there is an idea of the presentation layer that is decoupled from the application logic. We have a similar thing going on in geopolitics... what's "on the screen" may or may not resemble what is operationally happening underneath. Indeed, you want them decoupled so you don't have too many moving parts at once.

The UI is buggy, the scripts are not conditioned on a closed loop process, and the scope creep is unfathomable. Their scrum master is scrambling to fit points on the calendar and the development team is at odds with project management. As always, the accounting department will be hamstrung once the sheets don’t balance and then we can see them try to reconcile with hell to pay. 🤓
