Why did they allow so many girls be adopted to the West? Friends adopted, went to China, required to stay several weeks for orientation, had to raise the girl within a community of adoptees in their state, teach her Chinese language and culture. What is their purpose in this?

It was for the chinese to make money. The girl was essentially bought.
