The video that someone posted of Putin on New Years Eve of 1999 announcing that Boris Yeltsin was stepping down as president and that he was stepping in until the elections....it was the man in the top picture in this plastic surgery article. I was trying to pin point when exactly the person in the bottom picture stepped into his role...(if it's someone different).
