Well who's right? Did Trudeau cave or did the Senate vote?

It was the Senate Vote to my understanding that caused him to have to come forward and say what they said, " The emergency situation is no longer present so the act is being withdrawn." He did;t have a change of heart.
On a side note, Canada has been experiencing a run on the banks today. I understand they are in a financial meltdown over it. maybe the Senate Vote is cover so people don't get the idea that putting a run on the banks works.
