No, a person who is rh negative cannot accept any + blood type.
They will produce antibodies against the rh+ antigen, which is recognized as foreign to them.
O negative is the universal donor. O+ is still valuable as the majority of patients are rh+.

But the above post is somewhat of a myth anyway, as we inherit blood type from both parents. Even if the partner is also blood type AB-,, in the first generation only 50% odds of children being AB-, 25% will be A- and 25% B-. If anywhere down the line an rh+ marriage takes place, we'd start to see that creep in too.
