They pass out snacks from the taxpayers to all the "protesters". That is the snack tent... the building it is leaning against... Literally Baltimore City Hall... You know why they walked that stretch of I-83? Because there is a parking lot under there where the busses for this "protest" are all parked. Notice even Diane Koch... the old lady reporting from the station... is trying to smooth over the fact that almost EVERYONE BUT THE REPORTERS look like they are fresh from high school. Maybe College dropout at best...
