It's not actually code.
It's a 'doctrine'. Not law. Not code. And also applies mostly to foreign instances of belligerent occupation...
I think we are hard pressed to find an actual Military Officer who would be on board using this doctrine to seize the WH and lock down DC.

ooops...by "definitely" in my humble opinion and i mean i hope so... didnt mean to sound authoratative... just wishful!
