This is probably why they were able to get away with imprisoning the J6 patriots under the State Capitol in the manner they did. The laws of DC do not conform to the Constitution, because legally DC is not part of America... if I am understanding the rules correctly.
As the Vatican, and City of London, are different countries, within the parent countries (although not widely talked about in that way).
Maybe I am not reading it correctly, but it sure sounds and acts like a separate entity... ie a different country.
