They say it costs too much, and there is bribery with private donations because of lack of transparency. As usual, there is no proof of this. Also, there is an upgrade to the bunker underneath. It would probably need a whole rehaul since it was built in 1942.

i believe everything under the ballroom was destroys=ed as nefarious things happened. the corner of that building was part of the sat---ic emblems and T destroyed that making the emblem asymptomatic (or not powerful-get my drift).there have been articles written about it. here. now the ballroom owned by and for the people will be used for fun and glorious get togethers of important people in the world to gather. a far better choice. and it cost us nothing. there is no bargains made. T doesnt do that but does appreciate the gifts. imagine giving so much money you dont even feel it. most of the world cannot even comprehend that..
