Let's read 18 U.S. Code § 2331 - Definitions again:
"(5) the term “domestic terrorism” means activities that—
(A) involve acts dangerous to human life that are a violation of the criminal laws of the United States or of any State;
(B) appear to be intended—
(i) to intimidate or coerce a civilian population;
(ii) to influence the policy of a government by intimidation or coercion..."

It was abundantly clear that the Fake PCR Tests were laden with parasites, nano-technology, also poisons (one of which was explosive in water - Sodium azide) and the PCR fibers were not benign, they were bio-weapon delivery systems (hollow, brain barrier piercing fibers) that likely contained vaccine and other venom-based toxins.
