And if they're on voter rolls, they have to have an address.
So if the address is correct, it makes it that much easier to locate them, and then boot them out of the country...killing two birds with one stone.

They were, also, given free cell phones. So if they aren't at the address on the voter rolls, they can be located with the phones.
