He should do what Sepp Holzer did (Austrian Father of Permaculture Farmer) they said it was illegal for him to sell his seeds, so he instead had tours of the farm for a fee, them gave them seeds:)
Also he could keep if for himself, then have the regulars come and "Donate" and then he can Give it away :)
