I've seen different numbers, but since you posted about him, I'm thinking Smedley Darlington Butler must have been involved.

It says General Butler died in 1940, but did he? Even so, I believe THE PLAN started in about 1903 with Nikola Tesla and Q-Team was formed at the time of Abraham Lincoln's Presidency.
