If they are a different genus or species altogether, then technically he would be correct saying they're not cannibals. He did say they bake children's blood into their bread, too.

If a Human partakes in Adrenochrome, blood drinking or (knowingly) eats Human flesh, then they are cannibals.
If they are hybrids, only part Human, then I'd argue yes they still qualify as cannibals.
If they are clones possessed by demonics (Vril), then I don't know what to make of that.
