The fire hydrants are hooked up to the same water that feeds all those houses, if all those houses ran out of water all of a sudden they would have known that the fire hydrants weren't working either. Fire hydrants are tested on a regular basis as they purge them and check for water pressure or any kind of failures.
Something is definitely wrong here, there's water otherwise or would not be water for all the houses.
