I think the language is important. They are saying backed by China; another report said threat actor and another said sponsored by China. To me, that means the hackers are receiving support in some way by China. It could be pay from China or maybe intel from China but maybe does not mean the government of China. Could it be from a business in China? Some suggest business are all state-affiliated. Could it be a company in the US registered as a foreign corporation or NGO? I have no idea, but time will likely provide more details.

I don’t think it’s any of the above honestly. I’m surprised it wasn’t Russia who is usually their go too when they try and make up false flag events.
