I have always considered the Q operation as a tool to engage the population in saving themselves from extinction or an "upgrade" if you survive it. The burgeoning class of intel operators during this period provided an extra painful bonus of building discernment skills.

I have no doubt Q has served MULTIPLE purposes. But it all stems from empowering humanity with KNOWLEDGE.
