& National Security threats first.
And fugitives.
Those who crossed the Border illegally

For all those mayors & governors

"They" are involved in a Military Contest against the American Armed Forces in a Martial Law Jurisdiction, and may be classified as Identified Terror Cells engaged in Acts of Terrorism, so yes, they don't have a chance but to surrender immediately, IMO, because this is THE WAR ON TERROR.
