Saudi Arabia has many oil refineries. "The Saudi government has had complete ownership of the largest oil refinery in the United States, which is Motiva’s refinery in Port Arthur, Texas, since May 2017. Before then, Saudi Arabia held partial ownership of the refinery dating back to 1989." According to verifythis.com
