A known pedo was in process kidnapping the man's daughter.
Using a firearm to stop the threat of kidnapping and protect any kidnapping victim is always justified, PERIOD.
If I was Sheriff I would thank the man, let him on his way, and probably give him a medal for acting so fast to find his daughter and simultaneously protecting the community.

I'm betting the only reason he was arrested is because the man he exacted justice upon...was indeed a former police chief! That is my understanding.
