If you get a chance find the Men Who Built America documentary. Same scenario a Dam gave, and flooded a whole town in late 1800's

The dams are the key, because FEMA on its official website shows NC only had a 'Tropical Storm'... this will be their legal cover when residents sue FEMA for the late and lack luster performance.
