Can anyone help me out with this?
It says I have to follow someone to see their reply, but I can't visit their page to follow.
How am I supposed to follow someone if they have this setting enabled since the setting prevents me from seeing their page?

In response downscale ⓌⓌⒼ①ⓌⒼⒶ to his Publication
Go to the "search" feature.
Then click on "people" and type in the accounts "@" name.
Search for the account after that and it should pop up below.
Click on it, and you will be directed to their page.
