Well yes, given the history of countries of Africa and the relatively tribal nature of its peoples, it's easy to think there is a lot of maniacs. Or savages?
We've been fed films where the 'savages' attack western military. What was the foreign military doing there in the first place?

Are the elites who show a civilised face, yet are in truth maniacal, to be viewed in the same light?
