I reckon that there is several possible reasons why they aren't rolled out publicly yet. Could be:
1) Security concerns. These likely have to be rolled out under full Military Guard and Control, to insure safety of operators & patients, as well as to safeguard the equipment & technology behind them. (You know some Evil Interests would want to shut them down, or perhaps steal tech.)
2) Two systems, one GOOD & one EVIL likely cannot be allowed to run side by side. That would make for confusion and even more division within our society & households.
3) Children are being rescued from DUMBs & tunnels & human trafficking networks who suffer SEVERE physical & mental trauma - they are priority. Some brought out of the DUMBs have reportedly never seen sunlight, and those depths are deeper than Mt Everest tall, so they have to be treated to even survive the rescue.
4) Wounded Warriors. Our heroes going in harms way are fighting a deadly enemy & need treatment, t
