In Washington DC( estimated video date of around 2014) a group of people were in a car filming in the middle of February. The group spotted a naked male walking the streets in the freezing cold . On their first approach, the man that was naked ,ran towards the moving car at amazing speeds, almost catching it. The men in the car then circled back , where the naked man again, ran towards the car at a high rate of speed ! But , this time with visible glowing eyes. It is said in Washington DC, There are many abandoned buildings that some claim to be used by the government for human experiments just like the MK ultra days. It is believed from conspiracy theorists , the government is trying to make super soldier’s. Did these individuals in this car catch a actual super soldier wandering the streets of Washington DC?
