I think they have already ruled on the case, you can tell he's the real CIC, and "President", every time you see him.
The biggest thing to me is what happened in Hawaii.
It meets all the criteria of putting him back in charge, just like Juan has said for years now.
The US was attacked by a foreign government in Hawaii, just like Pearl Harbor, that instantly put him back in charge, just like Juan has said.
