EO for human trafficking seized all assets related to the crimes. That money has been used for a lot of missions, rehab, housing etc for the victims of trafficking. I agree with you on how restitution was a big part of the deals or requirements as they were held accountable for their crimes. Notice too in the small details of the wording used by some to describe the funding...you will often hear "the family of..." or "the foundation of ___ family". These are very important phrases.
