& enforce people who violate it

which means the Speaker of the House

& go & arrest ANYONE who defies a Congressional subpoena..

There is no reason to think these cells are new or extensive. Even shopping malls often have a small cell for holding shoplifters. It makes perfect sense that the Capital would have a half dozen or so holding cells.
