Doesn't make sense why Juan is Referring to Three branches being legislative, administrative and judicial as that is not true.
Maybe Juan is referring to corrupted aspects of government as administration (an unlawful process), as the fake courts are administration courts treasonous, not what a confederate republic is all about.

Courts are being used to human traffic, enslave, administering privileges, usurping rights, traitors have infiltrated, coerced, been defrauding humanity of freedom, liberty.
