Doesn't make sense why Juan is Referring to Three branches being legislative, administrative and judicial as that is not true.
Maybe Juan is referring to corrupted aspects of government as administration (an unlawful process), as the fake courts are administration courts treasonous, not what a confederate republic is all about.

Courts are being used to human traffic, enslave, administering privileges, usurping rights, traitors have infiltrated, coerced, been defrauding humanity of freedom, liberty.
Administering policies, statutes, codes, regulations, municipal rules, by-laws all as LAW.
It's not a small obstacle, this all involves millions of people all over the world, hard reality coming, major slap in the face and LAW does not allow for amnesty, not sure how all this is to go down, though people have their own rights and ability to create and serve lawful notice telling corruption to back off, make things right and pay the price for screwing around with peoples rights.
Beliefs sure can be evil.

Is interesting, the case has been been used for pure evil.
Humanity needs to wake up and know who we are individually as well collectively.
Our rights are our property, so many want others to protect them, not realizing their inept ignorant choices to seek unknowing corrupted entities to protect them is actually enslaving humanity, vicious programs recurring.
We collectively create much more powerful and holding corrupted beliefs as images are being used to keep energy fields low, low vibes...
