Visible on the map are "anomalies" created by Nexrad radar stations. They ionize the atmosphere, and when the particles they deploy with aircraft then fall into the ionized air layer, they become charged, attracting moisture to the environment.
An artificially induced, controllable "cloud level" is the result. They can also generate strong winds, and in addition they cause air in higher layers to evaporate, drawing in cold air from below.
You can compare such anomalies with the Nexrad location map and you will notice that in the center of such anomalies there is always such a radar facility.
