That's my thought on it too. Depends on level of cooperation, type of crime, and participation in plan. NO DEALS I think means...they don't get away scott free...but the manner in which they meet their fate will depend. Their reputation and that of their family...will likely also depend on all of those things as well. That's just my own humble thoughts on it.
